Down The Digital Learning Rabbit Hole

Technology is not going away nor should it. Digital Learning is coming to states everywhere, including North Carolina. There are many pros and cons surrounding Digital Learning.

What I want to talk about is where the push for Digital Learning is coming from and how it is connected to North Carolina.  There are some key players, history and money influences that are driving legislation in our state; specifically HB660.

Buckle up, this is not light reading and this will be a multi-part series.

‘Support is not about the Gates Money’

 

Let’s flashback to a 2014 article that appeared in the Huffington Post, which was penned by the President of Alliance for Excellent Education, Bob Wise.  Wise is also the former Governor of West Virginia.

The title of the piece is, Common Core Proponents Were Motivated by Inadequate State Standards, Not Gates Money.

The article is a push back piece to the Washington Post calling out Bill Gates and the millions he’s poured into Common Core. Wise complains the Washington Post was missing the big question, which in his opinion, is ‘why new standards were necessary’. Wise ignores that perhaps standards wasn’t and still isn’t the problem at all.

In his screed, Wise gives some history.  He was part of a meeting centered around ‘common standards’ way back in 2006. This meeting was held in North Carolina:

“Back in 2006, I was present at the first meeting of state organizations and educators to discuss the possibility of states developing a common set of education standards that were more rigorous than what states were currently using. The meeting was not convened in Seattle by Bill Gates; it was held in North Carolina at the invitation of that state’s former governor, Jim Hunt. It was an eclectic group — Republicans and Democrats, strict accountability hawks and diehard opponents — who held wide-ranging views on the federal-state-school district relationship in education.”

So this meeting took place in 2006 in North Carolina? Who were the NC Democrats and Republicans in attendance? Gates didn’t call the meeting, but was he there?

We might never know the answers, since Wise doesn’t allude to any name for this meeting or materials for the public to examine.

Wise wants everyone to know Bill Gates is innocent. It’s not the money! Prior to penning the Huffington Post piece, Wise ranted on the Alliance for Excellent Education Blog that it was a coalition that ‘pulled off the Common Core revolution’.

Yes, but Gates’s money helped build that ‘coalition’. In fact, it helped Alliance for Excellent Education build that coalition quite a lot, as we are about to see.

Follow The Gates Money

CCSS Equals MoneyAs of June 21st, 2015, Alliance for Excellent Education has received 11 grants from the Bill and Melinda Gates Foundation. The total sum of those 11 grants is $17,740,410.

In 2003, Gates gave the Alliance for Excellent Education what appears to be over $500k in seed money.

Of that over $17 million dollar total, grants given that relate to Common Core under “College Ready” totaled $11,313,870.

In particular, one grant was from November 2009 for the sum of $551,336  was given expressly “to grow support for the common core standards initiative“.

Gee … No, Mr. Wise, money had nothing to do with the support Common Core received.

It would be a good bet that those who signed on as supporters of the Common Core in the CCSSO/NGA 2010 press release were, at least in part, a result of Wise’s ‘support’ grant.

 

Coming up in the next installment, I’ll look at a little bit more history of Bob Wise and his following of Bill Gates education initiatives, as well as Wise’s cozy relationship with Jeb Bush.

NC Auditor Finds Issues With DPI’s Handling of 21st Century Community Learning Program

The NC state auditor released a performance report on the NC Department of Public Instruction’s (DPI) handing of the 21st Century Community Learning Center program.

The report gives some background on the program:

The 21st Century Community Learning Center (21st Century) program is a federally funded, state administered grant program authorized under the Elementary and Secondary Education Act.1 The program establishes or expands after-school programs intended to deliver academic enrichment services to at-risk students. Each state’s funding is based on the number of students in high-poverty and low-performing schools.

North Carolina’s  Department of Instruction (DPI) receives approximately $30 million each year in federal funds for the 21st Century grant program. DPI disburses those funds to local programs through a competitive grant application process.

On the matter of selection process meeting federal requirements and consistency of grant recipient criteria, DPI was in the clear.

According to the Auditor’s report, when it came to oversight of the recipients, the expenditures and justification of cost per student increases across recipients, problems arose. Also, DPI was also found lacking in monitoring compliance of federal requirements by the grant recipients.

Report Summary via the State Auditor:

The audit found that the Department of Public Instruction’s (DPI) 21st Century Community Learning Center grant selection process met federal and state requirements. Also, DPI used consistent criteria to select grant recipients.

While DPI used a $2,500 cost-per-student budgetary cap during the application award process, the audit revealed that DPI does not analyze cost-per-student data at year end or program end to determine causes for differences on a grant by grant basis.

The audit also found that DPI did not always require grant recipients to pay back identified unallowable or inadequately documented expenses.

Finally, the audit revealed that DPI did not always follow its designed procedures to detect inappropriate expenditures or meet its goals for monitoring grant recipients’ compliance with state and federal regulations.

So Yesterday, The #NCGA Gutted VoterID…

Faceplam StupidApparently, sometime yesterday, the NC General Assembly managed to screw up an issue they had the vast majority of citizens backing: Voter ID.

Legislators decided a last minute affidavit signed at the polls is just fine. Photo ID is no biggie. Really?  

They’ve gutted VIVA, essentially.  Voter Integrity Project (VIP) has the details of said gutting:

Disgusting Details:

Beginning on Page 6, line 33 of this conference committee legislation, NC lawmakers stripped all authority from county election boards to reject the provisional ballot of any voter who signs an toothless document, called a “reasonable impediment declaration,” and produces an official looking piece of paper with the voter’s alleged name and address on it.

Page 7, Line 22 guts the rules preventing expired driver licenses in voting.

At the 1:17:30 mark on this house audio recording of today’s session, Rep David Lewis announces the measure originated by Sen. Angela Bryant (D-Rocky Mount), a vocal opponent of voter ID from the beginning.

Not content with winning, Rep Glazier 1:22:20 began a series of questions to Rep Lewis that made more detailed demands to negate enforcement. Lewis caved on every added loophole that Rep Glazier could muster. (We congratulate him on keeping a straight face.)

Later in the audio, Rep Lewis cheerfully admitted that his party’s surrender was a direct result of the Soros-backed Democracy NC’s well-funded coordinated statewide effort over the past two weeks to demand unenforceable affidavits for people who couldn’t be bothered to obey the new voter ID laws.

 

This is an unforced error of epic proportions. My sources confirm what VIP’s article puts forth, that  Rep. David Lewis out of Harnett county led this charge.

Alternatively, there’s an idea floating around this morning that this is an end-run around Moral Monday. The idea being that Moral Monday activists will be purposefully showing up to the polls and screaming about their rights being suppressed because they have no photo ID, which will hurt the defense to current legal challenges.

Not sure I buy that, given that the DMV is offering free ID’s, it has been all over the news that people need to get an ID for 2016 and that the law was passed with a buffer of multiple years until implementation.

Civitas Institute isn’t buying it either, writing a strong article yesterday and tweeted out:

 

 

Governor McCrory has a chance to veto this mess. Will he? Given his recent track record with the General Assembly, I wouldn’t rule out a pissing contest here.  Having said that, call the Governor’s office anyway:

Another Common Core Potemkin Village Exposed By A “Parent”

Earlier this week the NC Common Core commission or Academic Standards Review Commission (ASRC) met and allowed for parents to comment.  See my earlier article, NC Common Core #ASRC June Meeting Update for reference.

In my prior article I mentioned a particular “parent” who spoke to the commission. That parent was Kim Arwood. Her commentary gave everyone in the room pause as she suggested that parents “shouldn’t be expected to teach curriculum”.

 

Say what?

Parents are inherently teachers. We are their first and primary teachers. Not only should we should be able to teach any curriculum to our children, we have the right to do so. Children are not the creatures of the state, Ms. Arwood. They belong to their parents.

So Who Is Kim Arwood?
Arwood presented herself as a UNC grad with kids in 7th and 8th grade. Common Core has been in NC schools for 3 years. This means that her children had a foundation in non-Common Core math instruction for 4 and 5 years respectively.

I wonder if that fact occured to Ms. Arwood when she presented an example of one of her children musing about square root equations as an example of the wonder of Common Core math. Also, the fact Ms. Arwood is a math teacher might have something to do with her children’s math skills? Just a guess there.

Ms. Arwood is also on the board of “Red4EdNC“, which is, according to their site, “an unincorporated non-profit association registered with the NC Secretary of State”. I located their records at the Secretary of State under the Corporations division. Remember that, I will return to it.

Arwood’s Bio reads as follows, emphasis added:

Currently a math teacher, Multicultural Club sponsor, and math team coach at Leesville Road High, Kim is a graduate of the North Carolina School of Science and Mathematics in Durham, NC, and UNC-Chapel Hill.  She earned National Board Certification in 2011. Before taking time off to be with her two children, she was also a math teacher, coach, and International Baccalaureate Program Coordinator for several years in Durham. She plans to go back to school to pursue a master’s degree once her children finish elementary school. Kim joined Red4EdNC because she believes a high quality public education should be available to every child and that attracting, supporting, and retaining high quality teachers is the best way to provide quality education.

To add to this bio, one should take note that it is her picture plastered as the banner for the EducationNC Op-ed by a group of teachers from Leesville road praising Common Core math. That op-ed coincidentally was posted on the same day as the ASRC meeting at which Arwood spoke.


Returning to the non-profit status

On The Red4EdNC site, there is a little notation and icon that says “A SPECIAL PROJECT OF PUBLIC SCHOOLS FIRST NC“.

While the Public Schools First NC (PSFNC) site says it is non-partisan, let me assure you that’s not really true. Let it also be said they are 100% for Common Core.

PSFNC is aligned with far left organizations, including BlueprintNC.

It was Public Schools First NC who was assisting to organize the “Walk-In” Protests in our schools last year. PSFNC organized many of these walk-ins in conjunction with NC Justice Center.

PSFNC’s records at the Secretary of State show that it was started by Yevonne Brannon and she also owns and registered the website.

Brannon is a former Wake county commissioner and is also behind ‘Greater Schools In Wake’ which is in turn a project of  ‘WakeUP Wake County‘.

Both of these groups are arguably very political and left leaning in nature.As one can see from the photo, Brannon is a fan of Moral Monday.

Check out the awards given out by ‘Greater Schools in Wake’ to Brannon and awards given out by BluePrintNC and NC Justice Center.

Fun fact, Brenda Berg left ‘Greater Schools in Wake’ to form BEST NC. Berg told me ‘things got too political’ at ‘Greater Schools In Wake’, so she left.

Another fun fact, PFSNC is an ally and partner of the NC PTA, which has gone to great lengths to support Common Core. Lengths such as President Donald Dunn showing up to this past Monday’s ASRC meeting and weaseling in talking time during the parent comment forum.

To Recap: Red4EdNC is run by Public Schools First NC, who is run by WakeUp Wake County. WakeUP Wake County also runs Greater Schools in Wake.


Common Standards Makes Common Children and Common Teachers
On a broader topic, I reject the idea that Common Core makes teachers better. Supporters, including teachers who support Common Core, repeatedly state to the opposition that Common Core is “just a set of standards”. Yet, when defending Common Core, those same supporters and teachers claim Common Core has magical properties that make them better teachers.

So which is it? Is it just a set of standards or some miracle teaching guide?  You’re either a good teacher or you aren’t. If “just a set of standards” is what it took for you to be a better teacher and do all kinds of miraculous things in the classroom, then perhaps our teacher colleges are in bigger trouble than we thought.

10 Arrests At Moral Monday On 6/17/15 – See Who They Are (Updated)

There were ten Moral Monday performers arrested this past Wednesday in the legislature building.  Wednesday seems to be their new day, eh?

The only person getting press for being arrested is Reverend Barber.  That hardly seemed fair to me, so here are the rest of them.

 

Wake Mug Shots is a wonderful place.

Sad point of interest — According to a friend with a kid in High school, teenagers in North Carolina apparently use it these days to track teachers who are arrested.   I wonder if the kids caught this one at Moral Monday.

Demonte Alford’s LinkedIn profile has his current position at “Guilford County Schools – Civics and Economics Teacher”.

Charges for the ‘Moral Monday on a Wednesday’ arrestees included second degree trespass, violating legislature building rules, resisting public officer and violating fire code.

It is worth noting that Theodore Spearman was also arrested at Moral Monday on April 29, 2013.   Wake Mug shots has Spearman arrested on April 29th, 2015 with similar charges.  Linda Willey joins Spearman in being arrested at Moral Monday in 2013.

Wake Cty Hires 8 New Principals

News and Observer is reporting the hiring (or shifting around of) of 8 new principals in Wake county. Four are interim appointments.

Salaries are listed for some of the hires:

  • Ritchie “Malik” Bazzell – $97,656
  • Robert james – $75,395
  • Elizabeth MacWilliams – $81,065
  • Nikia Davis – $88,763
  • Jessica Burroughs – $81,316
  • Danielle Clark – $71,346
  • Richard Williams – $81,592
  • Lacey Peckham – $80,800

Meanwhile, the original $1.7 billion dollar proposed Wake county schools budget was passed by the Wake County Commissioners at a lower total of $1.1 billion.

Property taxes in Wake County are going up under a budget adopted Monday by the county’s Board of Commissioners.
The board voted 5-2 in favor of the $1.1 billion budget, which includes a 6.3 percent property tax increase.

The increase adds 3.65 cents per $100 in property valuation to the property taxes paid by county homeowners. The increase will see taxes go from 57.8 cents per $100 in property value in FY2015 to 61.45 cents in FY2016.

The increase is expected to raise $45.8 million in revenue.
The property tax increase was larger than what was originally proposed in by County Manager Jim Hartmann.

Chairman James West favored the smaller proposal, which would have raised taxes by 2.9 cents per $100 in property valuation.
