Article: New Level of Overreach: Government Report Recommends Schools Conduct “Home Visits”

The theme of government overreach is a familiar one, but not one that the average person really thinks about when it comes to education.

The levels of intrusion and overreach being exhibited by the US Dept. of Education have been increasing ever since it’s inception. However, that overreach has accelerated at an alarming rate in the last seven years.

parental rights chalkboard memeExtensive data collection, expansion of big brother style programs, monitoring and tracking of student behaviors and the use of lawsuits to force compliance of social justice issues under the guise of Title IX are just a few of the ways the U.S. Dept. of Education has usurped authority and dictated outcomes for the states.

An article written by Kim Fink of Coastal Carolina Taxpayers Association on these very issues caught my eye recently.

Once upon a time, in a land far, far away, people hungered for a land of freedom and choice – a place where they could worship as they pleased, where they were free to prosper or to fail, where God and family were the most important aspects of life. This place used to be America.

Today, we live in a society of excuses and government dependency. Our culture is being lost to social engineering and suffocating government micromanagement. No more are we exceptional and overcomers of adversity; we are all victims. We are taught that we cannot succeed without the government’s “help.”

There are many examples I could refer to, but I am choosing just one to share now: our public education system. Public education has been corrupted by federal intrusion and forced compliance – intrusion in the form of Common Core and aligned high-stakes assessments, and compliance forced by a slightly veiled threat of withholding federal funds. Some of the changes, such as the gutting of the Family Educational Rights and Privacy Act, have been accomplished by regulatory action, bypassing Congress.

The U.S. Department of Education (USED) did not exist until 1979, when President Carter created it to pay off teachers’ unions for their support. I can’t help but wonder how the education system that took the U.S. to the moon and back has been lost. How in the world did our 20th-century scientists, writers, engineers, historians, and political leaders accomplish so much without the benefit of nationalized standards and USED? And not only is USED unnecessary, it is unconstitutional, as education is not one of the enumerated powers given to the federal government. Education is a State’s responsibility, and RIGHT.

But USED has ballooned and morphed into a Leviathan intent on controlling ever-increasing segments of American family life. Case in point: the new “Family Engagement” provisions of the recently rammed-through Every Student Succeeds Act (ESSA). (See here and here to find out how your House member and senators voted.) Pursuant to that statute (laughably marketed as a “conservative” bill), USED has joined the Department of Health and Human Services to develop recommendations for improving program coordination and “quality” across federally funded early-learning and early-child-development programs, birth to 8 years of age. Parents are no longer considered the most important people in our children’s lives. These government agencies consider themselves “equal partners” in child-rearing.

The Departments have released a draft report of their statement on Family Engagement that can be found here. I find this draft report a disturbing demonstration of federal government overreach and intrusion into family life.

Disturbingly, ESSA allows government assessment of our children’s social-emotional and behavioral development. As part of that assessment, page 13 of the above report – the reason I felt compelled to write this essay – recommends “home visits,” allegedly to support fruitful relationships between families and teachers. All parents should be outraged that any government, minus some evidence of criminal activity, believes itself entitled to intrude into the sanctity of their home.

Beyond this fundamental objection, the “home visits” proposal creates a list of questions: Who will make these visits? What kind of training will they have? When will the visits happen? Will they be scheduled or a surprise? Will the teacher be the one doing the visits, and if so, who will be responsible for his or her personal safety? How will the teacher be compensated for this time? Who creates the criteria for the visit? What data points will be collected? Will the collected data be available for the family to review? Will parents have some sort of due process to correct erroneous statements and false conclusions? How will this data be used and shared? May the parent refuse the visit? If this proposal doesn’t motivate parents to stand up for their children and their families, and against the nanny government, the country founded by the heroes of 1776 is lost. It is time we take a stand. It is time we hold our elected officials responsible for the decisions they are making. It is time to be the country our founders intended.

Public School Forum Announces 2016 “Issues”

The Public School Forum of NC (PSFNC) held their second annual “Eggs and Issues” forum last week.  NCSPIN was there, but the video isn’t available yet.

Yes, there were actually eggs (and bacon!) served. The event was held at the crack of dawn, in the middle of the week at Marbles Kids museum downtown again.  This  made it impossible for a parent to attend but perfect for business people.  That’s by design I suspect.

At the forum, the president and executive director. Keith Poston. announced the top ten “issues” that PSFNC will focus on in 2016. There’s a PDF that goes with this list.

  1. Direct Adequate Resources to Public Schools, Teachers, and Leaders
  2. Transform the Profession to Make NC a Teaching Destination Again
  3. Emphasize Quality, not Quantity, in Charter School Growth
  4. Elevate Race as a Focal Point of Public Education
  5. Fix the Broken A-F Grading System
  6. Support the State’s Struggling Schools
  7. Maintain High Standards for North Carolina
  8. Make Evidence-Based Decisions on Expansion of Private-School Vouchers
  9. Expand Access to High-Quality Early Childhood Education
  10. Build Bridges for Students through Expanded Learning

Quite an interesting, yet predictable list. PSFNC has proven to be an extension of DPI over the years. What they both say and what they both do are often coordinated to achieve desired policy, fiscal and politically tied outcomes.

Having said that, here’s their 2016 list, translated:

  1. Keep slamming the legislature about district set budgets, spending & salaries
  2. Spend tons of money on Teacher training programs & do nothing about teacher colleges
  3. Emphasize cutting, not expanding Charter Schools
  4. Make sure that every problem in schools tracks back to race. Everything.
  5. Write more Op Eds about A-F, but offer no alternative
  6. Support the State’s Struggling Schools
  7. Maintain and defend Common Core
  8. Make sure decisions are slow-walked on expansion of Opportunity Scholarships
  9. Expand Pre-K even further, put NC taxpayers on the hook for more Federal mandates
  10. Build an afterschool system for kids

From the photos of the event,  it looks like number one on the list includes stabbing at Taxpayer Bill of Rights (TABOR) some more.

It also looks like the “school to prison pipeline” crowd will get some support from PFSNC. Take a look at this picture, which includes a presentation slide in the background. The slide reads as follows:

  • Apply a “Disparate Impact” lens to racial analysis
  • Create racially and socioeconomically  inclusive and integrated schools
  • Eliminate racial gaps in student discipline
  • Recruit and retain more teachers of color
  • Embrace more culturally responsive pedagogy

A lot of social engineering, buzzwords, BS and Red flags here.  That last one… what does “culturally responsive pedagogy” mean, exactly?

The bullet points above center around the studies with data suggesting that black and hispanic students are disciplined disproportionately.

What these studies never seem to delve into is what exactly these kids are doing, if they deserved said disciplined or what to do about it. Hence we are seeing the rise of the frankly idiotic ‘restorative justice’ movement.

For those unversed in “restorative justice”, it’s like a version of the AA steps — you sit down and hold hands with the people you’ve wronged and ask forgiveness. The point is to ‘repair the harm’ one’s ‘criminal activities’ have caused others. California teachers are being forced to love it.

This list also reads a whole lot like President Obama’s ‘wish list’ for school discipline. This also ties right into the edict handed down in 2014 to school districts by both the US Dept. of Education and the US Dept. of Justice in a joint ‘Dear Colleague’ letter.

Other noteworthy members are Andre Peek, who co-chaired the Common Core review commission, Karl Rectanus who ran the NC Chamber’s Common Core campaign (Hire Standards).

Follow the Money
View the list of major supporters, which include BluePrint NC’s biggest funder, Z. Smith Reynolds.  The Z. Smith Reynolds foundation gave PSFNC $80,000 in 2014.

Office Space NGOAccording to the NC Secretary of State, PSFNC is a 501(c)3 that first filed with the state in 1986.

Their registering agent and founding member is John Dornan. Dornan is now writing for another ‘education non-profit’ I’ve written about quite extensively — Education NC.

According to the NC Secretary of State, PSFNC employs a professional fundraising consultant called Moss and Ross.
Be sure to view the Fundraising disclosure form; this contract is not cheap.

Their 2014 IRS 990 filing shows revenue of $1,648,232 dollars. The 2014 990 lists one paid employee, President/Executive Director Lynda Anderson. Anderson was paid a total of $203,600 in that filing. View PSFNC’s 990 forms at Propublica.

PSFNC does some grant programs – NC Teaching Fellows Program and Education Policy Fellowship program. PSFNC also has a program called NC CAP, which focuses on coincidentally focuses on one of their 2016 focus areas: afterschool care.

They also do a lot of lobbying and, in 2015, hired a lobbyist Thomas Bradshaw to represent their interests at the General Assembly. Bradshaw is also on the Board of Directors.

Project Veritas’s 3rd Video is Vindication for Common Core Fighters

Those of us fighting Common Core who have noted the bias, the questionable origins and complained about the ridiculous methods and supporting materials have been ridiculed, slammed, insulted and called every name in the book over the last five years.

From unicorns to tinfoil hats to Common Core writers telling parents to ‘butt out‘, Common Core opposition (mainly outraged parents and teachers) has endured a non-stop bashing by Common Core supporters.

Well, vindication is now ours. WATCH:

That vindication is not just on Common Core, but also on the controversial AP U.S. History framework rewrite. A rewrite which was orchestrated by Common Core writer and current College Board chairman, David Coleman.

MoMo Using ‘Youth Initiative’ Again – #NCpol #BlueprintNC

Despite a recent defeat in court, Moral Monday (MoMo) seems to be stuck on the same ‘voting rights’ tune and plan to use their ‘youth initiative’ to promote their cause.

On Wednesday, Jan. 6, Rev. Dr. William Barber outlined a joint campaign launched by the North Carolina chapter of the National Association for the Advancement of Colored People (NAACP) and Democracy NC to empower voters through supporting access to voting and providing education on key issues.

Initiatives planned for the campaign include a voter registration campaign from Dec. 1 to Feb. 19, a Mountain Moral Monday event in Asheville on Jan. 25, a statewide rally in Raleigh on Feb. 13, a voter guide detailing statewide candidates’ stands on issues of concern to NAACP and its partners and a Freedom Summer II statewide youth initiative. Barber said the coalition will be conducting get-out-the-vote efforts in 90 North Carolina counties, with intensive efforts planned for 55 counties. The campaign will organize moral marches to the polls during early voting and on election day. “We intend to have a thorough, organized effort throughout the state,” explained Barber.
