A former Person County Public Schools teacher was arrested on charges he had sex with a student.

Tyrone Khalil Outlaw, age 28, was arrested after 7:30 p.m. on Nov. 8 on a felony charge of sex act with a student.
Under a new law passed this year, the charge is now a Class G felony which carries a sentence of 8-31 months. It was previously a Class I; a 3-12 month possible sentence.
He was issued a $30,000 secured bond which he posted and was released on the afternoon of Nov. 9.
The Person County Sheriff’s Office said in a statement their office received information on the morning of Nov. 8 of a possible sexual encounter between a teacher and a student.
“The investigation determined an incident occurred outside of the school at a private residence in Person County,” the sheriff’s office statement said. “The victim and suspect cooperated throughout the investigation and charges were filed.”
The investigation is still ongoing. The victim is a female student at the school and her father has provided explicit texts from her phone to the authorities.
Outlaw does not have an NC teaching license on file with the state.
According to Person County Public School District Public Information Officer Tracy Scrugg, Outlaw was placed on paid suspension on Nov. 9 pending an investigation but he apparently resigned the same day.
Outlaw was working as a history teacher and coach at Person High School; a school he had attended and graduated from in 2013.
“The safety and well-being of our students is our top priority,” Person County Public Schools Superintendant Dr. Rodney Peterson said in a statement. “We are deeply concerned by any allegation of an inappropriate relationship.”
“Upon receiving an allegation of potential misconduct, we are committed to conducting a thorough investigation to ensure that all appropriate measures are taken,” said Peterson. “We will continue to work closely with law enforcement and provide support to our students, families, and staff during this time.”
Outlaw grew up in Roxboro and had been a basketball star in Person County prior to going to college where he played basketball at UNC Greensboro (2013-2014) and Virginia Tech (2015-2019).

Outlaw was convicted on Sept. 6, 2024 for the charge of felony sex act with a student.
He was given a split sentence of time in jail and supervised probation totaling 36 months. Outlaw was also required to register as a sex offender.
