Harnett County private school employee charged with sex acts

A private school employee in Harnett County has been charged with sex acts involving a male student-athlete.

Tammy Tyner Moran, age 45, was arrested by the Harnett County Sheriff’s Office and charged with three counts of sex act by a substitute parent. She is currently being held at the Harnett County Detention Center on a $150,000 secured bond.

Harnett County Sheriff Wayne Coats issued the following statement on Facebook:

The Harnett County Sheriff’s Office began an investigation early this week after a minor victim’s family came forward reporting sexual contact with the victim by an employee of Cape Fear Christian Academy located in Erwin, NC. The investigation revealed digital evidence of such contact with the minor and suspect.

Harnett County Sheriff’s Office Investigators drew warrants on Tammy Moran, W/F age 45 of Cottle Lake Drive Coats, NC. She has been charged with (3) counts of sexual activity by a substitute parent. She was arrested by investigators at her residence on 3/19/21, taken before a magistrate and given a $150.000.00 secured bond. At the time of this press release, Moran remained in the Harnett County Detention Facility. The investigation is ongoing and further charges are possible. Her photo is attached.

Moran was charged under state statute § 14-27.31.  covering “Sexual activity by a substitute parent or custodian.”

Under the statute, the person guilty of such a crime holds an “assumed the position of a parent in the home of a minor victim engages in vaginal intercourse or a sexual act with a victim who is a minor residing in the home.”  The person may also have custody of the victim or be “an agent or employee of any person, or institution, whether such institution is private, charitable, or governmental, having custody of a victim of any age engages in vaginal intercourse or a sexual act with such victim.”

The charge is a Class E felony carrying a penalty of 15 to 63 months per incidence.

As of March 19, the school’s website does not have any information about Moran, but a cached page of the staff lists her as “chief financial officer.” According to a statement by the school, she’s been terminated.

“The Academy is aware that an employee has been charged criminally in relation to allegations of an off-campus inappropriate relationship with a student. Earlier this afternoon, the Board took action to dismiss the employee,” said a statement by the Cape Fear Christian Academy.

“The Academy is devastated by this incident and asks for the community’s support and prayers during this difficult time. The safety and well-being of our students are of utmost importance,” the school’s statement continued. “The school has been and will continue to cooperate with law enforcement in this ongoing matter.”

According to a report by WRAL, another male minor athlete who was staying with Moran to avoid long commutes from another county complained to his mother that he needed to leave. The boy’s mother said her son Moran was “trying to have sex with him.” The mother also said she reported the activity to the school but according to WRAL, ” but no one would believe her allegations.”

Moran has no teaching license on file with the state and is the fifth non-public school employee arrest recorded by this website in 2021.
